To cut costs, Baxter’s Chinese-based factory substituted the active ingredient heparin with a sulfate compound derived from shellfish. Although the sulfate substitute mimicked the effects of heparin, it reduced heparin concentrations between 2 and 60 percent per vial and started causing patients to develop serious health problems, such as violent allergic reactions.
